The Collinsville community precinct master plan establishes a new civic heart for the regional township, bringing together library, community, recreation, and visitor facilities within a connected public setting. Through open architecture, strong landscape connections, and flexible community spaces, the development supports social activation, accessibility, and long-term regional renewal.

Collinsville is located approximately 80km southwest of Bowen and sits on the northern end of the Bowen Basin coal field. The town was once a booming mining community; however, in recent times mining activity has declined, resulting in reduced economic activity.

The master plan proposes a new library, customer service, tourist information, and activity building at the northern end of the site, replacing the existing community hall. It also introduces an additional community centre and dance space, along with administration and gym facilities.

The architecture addresses the central oval through an open, shaded breezeway foyer, creating strong visual connections between Conway Street and the oval centre. This axial landscape connection allows the facility to engage both the street and the oval, reinforcing its role as a civic focal point.

A new elevated public terrace supports events, provides viewing over the oval, and creates outdoor gathering space adjacent to the library and community centre. The building establishes a new precinct heart, linking existing sporting and play facilities, RV parking, and the wider township.

The gym and function areas are positioned in place of the demolished building, while the library, administration, and teleconference centre are located to the eastern side of the site. The open foyer ensures amenities are easily accessible to parkland users. A new set-down area and porte cochère utilise part of the existing western car park while maintaining existing street access points.
